摘要：土地使用权流转对于提高土地利用效率、促进农村经济发展有重要作用。以西部地区为研究对象,对农村集体土地使用权流转的影响因素进行了分析。结果表明:城镇化水平较低,农村二、三产业发展较慢,流转观念复杂,农村劳动力素质低、转移难度大,交通不便等是影响西部地区农村土地流转的主要因素。最后,提出加快西部地区农村集体土地流转的一系列对策。
Land use right transfer is of importance to improving land use efficiency and promoting rural economy. Taking west China, this paper analyzes influential factors in the right transfer of collective rural land use, and concludes that the lower urbanization, the slowness of the second and third industry development in the country, the complexity of land transfer conception, the lowness of work force diathesis, the difficulty of work force transfer and the inconvenience of traffic are the main factors which influence the rural land transfer in west China. The paper also puts forward a series of countermeasures for quickening the rural land shift in west China.
