摘要：随着城市化进程的推进,越来越多的农民离开了自己所熟悉的土地,实现着由农民向市民身份的转变。在这个过程中,失地农民遇到了许多的制度壁垒,社会保障制度则是最为突出的一个方面。应对农民失去土地后的社会保障安排,由于城乡二元结构的存在,从而难以实现城乡间的衔接与转换。虽然各地都出台了许多具有针对性的政策,但是依然存在许多突出的矛盾。本文旨在讨论对于失地农民社会保障体系的重新构建,论证发展集体经济对于失地农民社会保障的积极作用,提出"政府+集体经济"的社会保障模式,以特殊背景下的暂时性制度安排,来应对政府短期内对于失地农民社会保障的不足,为下一步的农民市民化目标实现打下基础,最终实现城乡一体化的社会保障体系。
