摘要：人口流入型地区的社会治理是当前中国社会治理的重点和难点,但以往的治理研究往往缺乏从这一角度聚焦来探讨。本文从社会治理的研究、人口流入型地区社会治理的研究脉络、人口流入型地区的利益矛盾及其调处机制三个方面展开梳理与述评,重新思考和检视主流的治理理论研究中问题意识的局限,尤其是其忽视中国国情而陷于多元与参与的西式研究套路中,忽视了中国的大国式治理和社会主义两大传统。对于治理问题本土化研究推进方向上,本文特别强调人口流入型地区的治理体制研究值得重视的五个方面:共建共享机制、党群组织、科层制改革、土地增值分配、技术与制度,以期为中国本土的治理理论提供新的视角和分析框架。
The social governance of population inflow area is the key and difficult point of the modern transformation of social governance in China. Reviewing from the aspects of social governance research, population in endemic areas of social governance research context, influx of regional interest conflicts and mediation mechanism, this paper rethinks the limitations of problem consciousness in the mainstream management theory research especially ignoring China caught in the pluralism and participation of western style routines and the Chinese country governance and socialist traditions. This paper emphasizes particularly on the five aspects： sharing mechanism, party organization, science of reform, the distribution of land value-added, technology and institution.
