摘要：从科层制或集权制政党到分层制或分权制政党的转型有两方面的积极意义:一是组织层级减少;二是权力斗争博弈观从零和转向正和,权力共享成为可能。卡迪、博莱叶、霍普金、郝顿等人的政党理论都凸显了西方政党分层或分权治理的新势头。西方政党分权化的实践体现为地方党组织或区域性政党的挑战增强以及包容性治理的党内外双重维度。政党治理中的分权化与集权化进程要保持均衡,应区分政党治理与商业管理之间的本质性差异。
The transformations from bureaucratic or centralized party to stratarchic or decentralized party have two positive significances: one is the reduction of organizational hierarchies;the other is that power struggle shifts from zero-sum to positive-sum games and power sharing becomes possible. The party theories of Carty, Bolleyer, Hopkin and Houten have highlighted the new momentums of stratification or decentralization of Western political parties. The practices of decentralization of political parties in the West are reflected in the challenges of strengthening local party organizations or regional political parties and the dual dimensions of inclusiveness within and outside party democracy. The process of decentralization and centralization in party governance should be balanced, and the essential differences between party governance and business management should be distinguished.
