摘要:节能减排是一个复杂的系统工程,实现能源节约和环境保护目标,提高能源使用效率,优化能源结构,发展低碳经济、建设低碳社会是长三角的必然选择。文章提出长三角地区应以经济发展模式由"高碳"向"低碳"转型为契机=,建立和健全用能结构调整和优化机制,推进节能减排。分析了如何建立多途径促进能源结构优化的机制。
Energy saving and emission reducing is complex system engineering . Realizing energy saving and environmental protection, improving energy utilization efficiency and developing low--carbon economy is inevitable choice of Yangtze river delta. The paper put forward the Yangtze river delta region should take economic development pattern transition from high--carbon to low--carbon as a juncture to establish energy utilization structure adjustment and optimize mecha- nism. The paper also analyze how to build the multi--channels mechanism to promote the energy structure optimization.
