摘要：本文运用参与观察、文献整理和深度访谈方法,以温哥华市社区文化活动中心为例,分析了社区公共文化服务机构社会联结功能构建的基础理念和实践策略。在宏观层面,强调政府对于社区公共文化服务机构社会联结功能构建的制度激励与统筹运行,包括机构运行中的政社分工与共治、政府统筹协调下的整体动员、机构之间运行的差异化竞争等。在微观层面,通过管理自治和居民参与的基层动员夯实社会联结功能构建的基础,包括机构管理草根参与、项目运行非营利、项目化运作、形成集体记忆的标志性社区活动等。在此基础上归纳了社区公共文化服务机构社会联结功能构建的基本路径,提出对我国社区公共文化服务机构参与社区营造、社会建设和促进社会联结功能构建的启示。
Based on the methods of participation observation, in-depth interviews and literature analysis, using the operation of Vancouver Community Centers as a case, this research focuses on the fundamental ideas and practice strategies of construction of social ties function in urban community public cultural service agencies. On the macro -level, the key is the institutional motivation and comprehensive operation on the construction of the function of social connections for community public services agencies. On the micro-level, the point is strengthening the foundation of the grass-root self-governance and civil engagement.
