摘要：立法后评估的一般指标体系是评估立法质量的通用标准体系。立法后评估一般指标体系的确立,应该遵循适当性原则、灵活性原则和可行性原则。立法后评估一般指标体系的结构由维度、一级指标、二级指标、三级指标和评估值等要素构成。立法后评估一般指标体系由法律法规自身的维度、法律法规的经济影响维度、法律法规的社会影响维度和法律法规的环境影响维度组成。在评估维度中,由一级指标、二级指标、三级指标和评估值对事实和现象进行具体描述和分析。
The general index system of evaluation after legislation is the standard of the evaluation of the quality of legislation.The establishment of the general index system must conform to the principle of appropriation,flexibility and feasibility.The general index system of evaluation after legislation consists of dimension,first grade index,second grade index,third grade index,and value.It is of the dimension of legislation itself,the dimension of the impace of legislation on economy,the dimension of the impace of legislation on society,and the dimension of the impace of legislation on environment.In the evaluation,the first grade index,second grade index,third grade index,and value are used to describe and analyze the fact in dimension.
