摘要：社区组织的培育和发展是基层社会再组织化的重要方式,上海市Y街道业委会治理的实践经验为基层社会再组织化提供了一个整合性的分析案例。业委会的运作过程源于“公共性—自愿性”框架下差异化入场逻辑的发生机制,经利益博弈之后表现为目标分野和力量分化的演变机制,在此基础上建立了一个“公共利益—参与意愿”的整合机制。价值、制度、资源和秩序是基层社会再组织的核心要素,且对应不同的再组织面向,其内在逻辑主要表现为:通过对社区参与公共性的价值重塑,完成社区治理结构的制度重构,凭借广泛动员和资源重聚的路径,最终实现社区安全与发展的秩序重组。
The cultivation and development of community organizations is an important way for the reorganization of grassroots society.The practical experience of the owners’committee governance in Street Y of Shanghai provides an integrated analytical framework for the reorganization of grassroots society.The operation process of the owners’committee originates from the mechanism of differentiated entry logic under the framework of“publicness-voluntariness”,and after the interest game,it shows the evolution mechanism of target differentiation and power differentiation.On this basis,an integration mechanism of“public interest-participation willingness”is established.Value,system,resource and order are the core elements of the reorganization of the grassroots society,and they correspond to different reorganization aspects.The internal logic is mainly manifested in the reorganization of the community governance structure through the value reshaping of community participation publicness,and the ultimate goal of achieving the order reorganization of community security and development is realized through the path of extensive mobilization and resource re-convergence.
