摘要：现阶段严重的收入和地区不平等、大城市具备良好的自我发展能力、城市倾向的制度根深蒂固等现实决定了以大城市作为城市化的"政策主导"既不应该也无必要,否则既不公平也很危险;不以大城市作为"政策主导"并不否定大城市的"主导地位;"小城镇发展的实践、人多地少的国情和小城镇缺乏集聚经济、规模经济等因素决定了以小城镇为"政策主导"也不可行;县级城市作为联系城乡的关键节点和兼顾城市化与城乡一体化、兼顾效率与公平的重要切入点,应当得到政策上的重点倾斜,这具有多方面的优势,适宜在政策上成为"十二五"时期中国城市化道路的一项战略选择,但同时也应避免"一刀切",注意具体措施的因时、因地制宜。
At the present stage,because income inequality and regional disparity are serious,driving force of big cities for self-development is sufficient,and the biased system in favor of the city especially the big city is deep-rooted,it is neither should nor necessary to choose the big city as policy priority to promote urbanization.Otherwise,it will be both unjustifiable and dangerous for our country.The big city＇s not being policy priority does not deny its dominant role.Because of unsuccessful practice of town development,Chinese national condition that the population is large while the land resources are scarce,and that the small city or town lacks of agglomeration economies and economies of scale,the small city or town is unsuitable to be chosen as policy priority to promote urbanization either.Since county-level cities can act as critical nodes between the big city and the rural area,help to both urbanization and urban-rural integration,help to both fairness and efficiency,they deserve the policy priority,which has still some other advantages.This should be a strategic policy option of urbanization path in China during the＂Twelfth Five-Year＂period.But the detailed measures should depend on local conditions and different periods.
