摘要：在国家治理体系视野下,政府与市场、政府与社会、政府与非政府组织的关系这三个关系问题至关重要,需要进行专门研究。对于政府与市场关系被"利益霸权"扭曲的问题,解构利益霸权是建立规范的政府与市场关系的关键,采用负面清单管理模式建立新型的政府与市场的关系,制定听证制度从听证程序上制衡政府自由裁量权,保障公民自由权利。为解决政府与社会的关系被扭曲的问题,必须调整政府与社会的关系,政府作为服务型政府,要服从和服务于公民社会,营造社会组织生存和发展的良好环境。为适应政府从包揽公共服务的管理模式朝政府向社会购买公共服务的治理模式的转变,必须建立以公共服务为中心的政府与非政府组织的新型关系,使政府公共服务职能的实现方式发生重大改变。
In the national governance system,what we focus on is to study the relation between the government and market,the government and the society,the government and NGO. Negative listing management model and hearing system against government discretion is aimed to establish the relationship between the government and the market and guarantee citizens＇ rights. To solve the problem of the distorted relationship between government and society,we must adjust the relationship of the government and the society. As a service-oriented organization,government should serve the civil society to create a sound environment for the survival and development of social organizations. To be adaptable to the shift from the government public service in the management mode to the government purchase of public services mode,we must establish the new relation between government and non-governmental organizations in the center of a public service. The way of implementation of the government public service function must be changed fundamentally.
