摘要:在分析目前环境风险评价(ERA)存在问题的基础上,结合ERA的特点和有效性的内涵,提出了ERA有效性的概念。结果表明法规政策、技术方法、风险管理和公众参与是影响ERA有效性的主要因素。以这四个因素为准则,构建了ERA有效性的指标体系,该指标体系分为目标层、准则层、指标层3个层次、共17项指标。在专家咨询的基础上,采用层次分析法(AHP),定量计算了各指标的权重。运用指标体系对当前建设项目ERA的现状进行了分析和评价,提出了进一步改进的建议。
Based on the investigation of existing problems of current environmental risk assessment (ERA), the concept of environmental risk assessment effectiveness was proposed by combining the charac teristics of ERA with connotation of effectiveness. Results indicated that regulations and policies, technical methodology, risk management and public participation were the four significant impact factors on ERA ef- fectiveness . The ERA effectiveness indicator system was set up with the four factors as criteria. It evalua tion system consisted of three layers, such as goal layer, criteria layer and indicator layer, and 17 indica tors. On the basis of expert investigation, Analytic hierarchy process (AHP) method was adopted to quan tatively calculate the weight of all indicators. The evaluation system was utilized to analyze and assess the status of ERA of building projects, and some suggestions were proposed to improve the effectiveness of ERA.
