摘要：新户籍制度改革的着力点不在于将户籍与各种社会福利剥离开来,而是赋予常住人口依据居住证享有更多社会福利的资格,事实上强化了户籍制度的社会治理功能。通过"社会治理论"的视角来理解新型户籍制度的功能可以看出:我国户籍制度功能转型的主要内容是从以工业化为目标的社会管制制度,转变成一种以新型城镇化为导向的社会治理制度;新户籍制度的主要功能是在城镇化的时代重建社会秩序、完善国家治理体系,具体体现在引导人口流动、完善地方社会福利分配和支撑地方社会治理等方面。
The focal point of the new round reform of household registration system is not to separate various social welfare from HUKOU, but give the resident population more permission to get local welfare on condition of the residence permit. In fact, this round of reform has strengthen its social management function of the household registration system. Therefore, the paper puts forward a kind of ＂ social governance theory＂ perspective to understand the model of the household registration system function, which means the main function of the new household registration system is to improve the national governance system and reconstruct the social order of city society in the new era of new-type urbanization
