摘要：服刑人员的未成年子女长期处于权利缺失的状态,增权是改善他们生活境遇的主要途径。以太阳村为代表的民间照顾机构,自发地对服刑人员未成年子女的生活能力、心理健康、人力资本等开展有针对性的增权救助,但在民间机构的照管实践中存在严格的控制管理、隔离社会的过度保护、有失尊严的感恩教育、缺少专业社工的机构代养以及没有可供选择的出路等问题,严重影响着增权的效果。因而,实行政府与民间机构的合作救助,不断优化民间机构精准救助的渠道,探索机构照管与社区照顾的融合发展,实现服刑人员未成年子女成功回归社会的目标,是提升民间机构增权效果的可能路径。
The prisoners ’ underage children are always in a state lacking of rights. However,empowerment is the main way to improve their living conditions. Institutional care for the prisoners’ underage children should carry out targeted empowerment which focuses on their living ability,mental health and human capital respectively. In the practice of institutional care,some important factors will influence the institutional empowerment,i. e.,strict management control,over-protection isolated from society,undignified thanksgiving education, agency support lack of professional social workers and no alternative choice. Therefore,implementing the cooperation of government and private institutions,optimizing precise relief channels of private institutions,and exploring the integrated development of institutional care and community care will improve the efficiency of empowerment so as to help the prisoners’ underage children return back to the community.
