摘要：在“智库热”的背景下,智库研究领域对于“中国特色新型智库‘特’在何处、因何而‘特’”这一关键问题一直缺乏深入考察。知识体制理论通过对不同国家政策知识生产与运用的体制机制进行类型学分析,并从政策制定体制和生产体制追溯其“国家起源”,为辨析我国智库系统的基本特色及其决定因素提供了有效视角。我国的政策制定以公共利益为出发点、以共识为基础、以行政为主导、理性化程度高,相应地决定了智库系统具有鲜明的公共性、结构的中心化、功能的集思广益性、政策知识运用的科学性。必须从普遍性和特殊性辩证统一的角度认识智库系统的“中国特色”,进而科学推进智库建设的“中国实践”。
In the context of “think tank fever”,the research field of think tanks has been lacking in-depth investigation on the key question of “what is ‘special’ about a new type of think tank with Chinese characteristics and what makes it ‘special’”.Through the perspective of comparative political economics,the theory of knowledge institution provides a typological analysis of the system and mechanism of policy knowledge production and application in different countries,and traces its “national origin” from the institutions of policy formulation and production,providing an effective perspective for identifying the basic characteristics of China’s think tank system and its determinants.In China the high degree of rationalization of policy-making,which is based on the public interest,consensus,and administrative dominance,has accordingly determined the distinctive public nature of the think-tank system,the centrality of its structure,the brainstorming nature of its function,and the scientific nature of its use of policy knowledge.The “Chinese characteristics” of the think tank system should be understood from the perspective of the dialectical unity of universality and particularity,and it’s the premise of scientifically promoting the “Chinese practice” of think tank construction.
