摘要：城市基层社会矛盾的多样性、复杂性造成了基层社会矛盾化解缺乏协调基础、民众对基层政府公信力质疑以及基层政府工作人员能力不足等困境,迫切要求基层政府部门寻求策略以突破困境。已有研究大都在寻求矛盾化解主体多元化,进而构建协同有序的基层治理格局来突破困境。上海市X区化解基层社会矛盾的实践经验表明,属地贤人参与到基层矛盾化解,可以提升化解基层社会矛盾的成效。属地贤人参与基层社会治理是对基层社会治理困境的突破与创新;属地贤人的身份权威和行动策略深化了基层社会治理模式,助力基层社会治理能力的建设。但仍不可否认属地贤人参与基层治理仍存在持续性以及与其他治理主体之间关系构建等问题。
The diversity and complexity of city social contradictions in the grassroots have caused the lack of a coordinated basis,people’s doubts about the credibility of the grassroots government,and the lack of capacity of grassroots government workers.The participation of local sages in grassroots social governance is a breakthrough and innovation in the predicament of grassroots social governance.The identity authority and action strategy of the sages of the local people deepen the grassroots social governance model;the absorption and empowerment of the local sages will build the capacity of grassroots social governance.However,it is still undeniable that the local sages are still involved in the sustainable effects in the grassroots governance and the relationship with other governance subjects.
