摘要：在双循环发展格局下,基于构建世界科技强国的创新生态系统观,剖析长三角区域科技创新协同发展的内涵与定位:从创新主体、要素、载体、开放、环境的协同,完善“政产学研金介贸用”八位一体高度融合的区域科技创新共同体。采用文献调研法和案例分析法等方法,结合特拉维夫、新加坡、伦敦、东京、纽约和波恩的区域创新一体化实践,梳理和总结开放式的创新链协同、多形态的要素链协同、创融结合的资源链协同、空间优化的产业链协同、政府主导的治理链协同和组织助力的区域传播协同的特色;进而提出促进长三角区域科技创新协同发展的创新链、要素链、资源链、产业链、治理链和科技传播链动力循环机制。
Under the new Dual-Circulation development pattern,the connotation and position of the collaborative development of regional sci-tech innovation in the Yangtze River Delta region have been analyzed,based on the innovation ecosystem concept of building the frontiers of science and technology.According to the collaboration of innovation subjects,elements,carriers,openness and environment,regional sci-tech innovation community should be improved by integration of"eight-in-one"of government,industry,academy,research,finance,agency,merchant and consumer.Combined with literature investigation and case study,the practice of regional innovation integration in Tel Aviv,Singapore,London,Tokyo,New York and Bonn have been revisited.The characteristics of collaboration of openning innovation chain,multi-form element chain,resource chain combining with innovation and finance,space-optimized industrial chain,governance chain by government leading and sci-tech communication chain by organizational assistance have been summarized.F urthermore,the motivation-cycle mechanism of innovation chain,element chain,resource chain,industry chain,governance chain and sci-tech communication chain should be established to promote the collaborative development of regional sci-tech innovation in the Yangtze River Delta.
