摘要：文章基于数字基础设施建设、数字技术创新、数字经济、数字社会、数字政府、数字化发展环境、网络安全七个维度,构建数字中国建设水平评价指标体系,对2015—2021年我国30个省份数字中国建设水平进行测度。结果表明:数字中国建设水平表现出递增趋向但总体水平较低,数字技术创新和数字政府建设水平有待进一步提高;东部、中部、西部地区数字中国建设水平具有显著梯度差,呈现“东部高、西部低”的空间分布格局;区域差异分析结果显示,观测期内数字中国建设水平整体差异表现出“U”型特点,差异主要来源于区域间差异;收敛机制分析结果表明,全国及三大地区数字中国建设水平具有绝对β收敛和条件β收敛特征。
This paper constructs an evaluation index system for the level of digital China construction from seven dimensions:digital infrastructure,digital technology innovation,digital economy,digital society,digital government,digital development environment,and network security,and then measures the level of digital China construction in 30 provinces of China from 2015 to 2021.The results are shown as the following:The level of digital China construction is showing an increasing trend,but the overall level is relatively low.The level of digital technology innovation and digital government construction needs to be further improved.There is a significant gradient difference in the level of digital China construction in the eastern,central,and western regions,presenting a spatial pattern of“high in the eastern region and low in the western region”.The results of regional gap analysis show that during the sample period,the overall gap in the construction level of digital China shows a U-shaped characteristic,mainly originating from regional differences.The analysis of convergence mechanism proves that the level of digital China construction in the whole country and three major regions shows absoluteβconvergence and conditionalβconvergence characteristics.
