摘要：我国历史文化名城经过40余年的保护发展,方式不断创新,内涵不断丰富,体系日益完善。文章根据保护发展特征,梳理我国名城保护演进历程,将其分为3个阶段:1982—1994年为第一阶段,初步建立管理制度,探索名城保护路径;1995—2010年为第二阶段,逐步完善治理机制,构建名城保护体系;2011年至今为第三阶段,融入文化强国战略,推动名城保护可持续发展。运用“4W”分析框架,梳理我国历史文化名城每个阶段的保护目标(Why)、保护对象(What)、保护主体(Who)、保护方式(How),在回顾名城保护发展趋势的基础上,对未来名城保护更新提出展望。
Over the past 40 years,the protection and development of China's historical and cultural cities have continuously innovated in approach,enriched in content,and increasingly perfected in system.This paper outlines the evolution of the protection of historical and cultural cities in China by dividing it into three stages:from 1982 to 1994,the first stage focused on initially establishing management systems and exploring protection paths;from 1995 to 2010,the second stage gradually improved governance mechanisms and constructed a protection system;and from 201l to the present,the third stage integrated with the strategy of building a strong cultural nation,promoting sustainable development in the protection of historical cities.Using the"4W"analysis framework,the paper examines the protection objectives(Why),protection subjects(Who),protection objects(What),and protection methods(How)for each stage of historical city protection in China.Based on a review of the trends in city protection development,the paper offers prospects for the future protection and renewal of historical and cultural cities.
