摘要：本文旨在探讨项目化运作中社会公益组织和政府之间的互动关系。本文运用了质性研究中的个案研究方法,将X区内6家社会公益组织及其同一业务主管和业务指导的政府部门视为个案,通过访谈和分析,发现项目化运作中的社会公益组织和政府之间存在着两种互动关系,即线性互动关系和并行互动关系。线性互动关系下的社会公益组织往往处于非项目驱动型组织向项目驱动型组织转型的过渡中。并行互动关系下的社会公益组织已经成为了项目驱动型社会公益组织。因此,本文认为政府培育和支持社会公益组织积极转型成为项目驱动型社会公益组织,是发展的趋势,也与我国"十二五纲要"中社会管理创新的发展规划相符合。
This paper aims to explore the interaction relationship between non-profit organizations and the government in the course of project operation. This paper adopts the case study of qualitative research method and finds linear interaction relationship and parallel interaction relationship between social organization and the government. Linear relationship of non-profit organizations can be found in the process of non- project driven organization to a project driven organization. Parallel interaction of non-profit organization has become project driven non-profit. Therefore, this paper argues that it is necessary for the government to cultivate and support non-profit organizations actively transforming into a project driven non-profit organization.
