摘要：转型发展要求整个社会和经济向着稳定的、和谐的、生态的和可持续的方向转变。转型发展是最终结果,创新驱动是中间过程,科技支撑则是通过对中间过程的引导而达到最终结果的必要前提。实现科技支撑对创新引领效果的政策导向,需要借鉴国际转型经验,选择比较优势的战略产业中关键技术领域,通过制度创新,引导产业集聚、结构优化和产业升级,实现创新对转型发展的驱动。
Transformation development requires that the whole society and economy develop stably,harmoniously,environment-friendlily and sustainably. Transformation development is the ultimate result,innovation-driven developing pattern is the process and scientific support is the necessary premise that guides the process towards the ultimate result. To realize the policy guidance of scientific support towards innovation-driven function,it is necessary to learn from the international experience of transformation development,choose the key technological fields which have comparative advantages among strategic industries,and fulfill the driving function of innovation towards transformation development.
