摘要：上个世纪90年代以来,我国逐渐形成了政府主导型的学术发展体制,政府在学术发展中扮演着直接管理者、资源配置者、积极推动者的角色。这种发展体制不可避免地会导致政府失灵,体现为学术发展中的决策失误、价值取向的偏差、政府的内部性、寻租现象。而学术领域自身的特性,包括学术发展的自主性、学术组织的资源依赖性、学术生产的复杂性使得政府失灵问题在学术发展中尤为突出。要减少政府失灵,必须重新定位政府在学术发展中的作用、加强对政府权力的监督与制约、充分发挥其它主体的功能。
Since 1990s',agovernment-led academic development system has been formed in China,in which the government bears a role of regulator,resource allocator and active promoter in academic development.This development system leads to government failure inevitably, which is reflected as decision-making failure,value orientation bias,the interior of government agencies,and rent-seeking behavior in academic development.And the characteristics of academic fields,which includes the autonomy of academic development,resource dependency of academic organizations,the complexity of academic production make government failure problem in academic development particularly prominent.To reduce government failure,we need to reposition the role government plays in the academic development,strengthen supervision and restriction of government power,and enhance the function of related organizations.
