摘要：作为一种制度建构,"福利国家"于20世纪40年代之后在欧洲资本主义世界开始产生。但作为一种福利供给形态,它在欧洲社会已有悠久的历史传统。考察历史,"福利国家"的形成并非一蹴而就,而是有着一定的发展渊源,经历了相当长的实践积累和理论酝酿过程。就其发展逻辑而言,"福利国家"不是出现的,而是进化的。
As a system, ＂Welfare-State＂ came into being in capitalism world after the 1940s. However, as a form of welfare providing; ＂Welfare-State＂ had a centuries-old tradition. In fact, the ＂Welfare-State＂ system is not accomplish in an action, but has a long develop course. To its logic, ＂Welfare-State＂ is not arisen, but evolutional.
