摘要：欧盟本身可看作是一种制度安排,是成员国为了获取共同利益而形成的一种组织结构,而一体化是其采用的主要形式。欧盟在三十多年的发展中以均衡与稳定理念为指导,发展了地区政策,在承认欧盟内部利益多元化的前提下,凝聚成员国的力量走向既定目标。《里斯本条约》的生效,为欧盟大家庭下各成员国的共同发展、共同繁荣,建成一个命运共同体带来了新的发展动力,为继续推动均衡与稳定基本价值观指导下的地区发展政策提供了新的发展环境。
The EU itself can be seen both as an institutional arrangement and an organizational structure for the Member States to obtain their common interests,while integration is a major path that the EU takes to achieve its goals. During its 30 years' development,guided by the principles of equilibrium and stability,the EU has already established its own regional policy,and based on recognising the diversified interests of the members states and by integrating the strength of them it has achieved significant progresses towards its original targets. The entry into force of the Treaty of Lisbon has provided new driving forces for the further development and prosperity of the member states and for the establishment of a 'fate community'. Meanwhile,it also provides a new environment for promoting the EU's regional development policy under the guidance of the basic values of equilibrium and stability.
