摘要：探讨经济增长与环境质量关系是人类面临的一项重要议题。在对相关理论进行辨析的基础上,对我国经济发达地区上海市的环境质量进行了描述和评价。研究表明,上海市尽管部分工业污染指标控制有力,但生活污染增长飞速,三废污染总量仍在增加;显性污染虽然改观明显,然而隐性污染仍很严重;部分需监测的污染指标得到改善,但污染情况日趋复杂。因此,从整体来看,该市并未迎来环境质量改善的拐点,从而推翻了前人利用环境库兹勒茨曲线理论认为上海市已经迎来拐点的结论,并为这一理论并不适于研究中国增添了案例。
It is of great importance to deal with the relationship between economic growth and environmental quality.Based on an in-depth exploration of related theories,this paper takes Shanghai,the relatively developed area in China,for instace and makes objective,concrete and comprehensive comments on its environment.It is shown that although the index of some industrial pollutants are well-controlled,the domestic pollutants has been increasing in a fast way.In other words,explicit pollution is obviously controlled while the implicit pollution is severe.The index of the pollutants which need supervising is under control,but the pollution situation becomes complex.Therefore,in general,the turning point of environment improvement has not come yet,which proves that the conclusion drawn according to the theory of Kuzents curve is incorrect and the theory is inapproriate to the analysis of China's environmental case.
