摘要：改革前的政治运动在改革后的"变身"是一种治理导向的运动式治理。在剖析政治运动和运动式治理的内部结构和异同之处的基础上,本文分析了从政治运动向运动式治理的演变机理,这包括体制之变导致的政治运动的退场,社会之变形成的治理压力的堆积,以及政府之变造成的科层式治理的不足。运动式治理作为一种企图将政府力量发挥到极致的机制性安排具有深刻的社会政治背景,对于处于社会快速转型的中国,运动式治理虽然并不完美,但是似乎也不可或缺。
The variant after the reform of political campaign before the reform is a governance target campaigning governance. The article analyzes the contents, differences and similarities of political campaign and Campaigning Governance, and then tries to find out the evolution mechanism from political campaign to campaigning governance, including exit of political campaign caused by system change, the accumulation of governance pressure caused by society change and the inadequacy of bureaucratic governance caused by the government change. As a mechanism which aims to maximize the government＇ s ability, campaigning govern ance has been deeply rooted in China＇s transformation background. It is not good enough, but cannot be aban doned yet.
