摘要：我国信访制度在近60年的历程中一直进行着调整和改革,这一制度变迁是社会经济发展、民主政治进步以及制度本身内在调整需要等多种因素相互影响、共同作用的结果。信访制度变迁中路径依赖的三个表现包括信访活动中"人治"现象、信访机构的"职能安排"以及对信访问题的"归口处理",为使信访制度更好地发挥功能,必须进行包括改革信访体制、强化信访机构的督办职能等在内的路径创新。
The system of petition by letter and visit has seen a series of adjustment and reforms in the past 60 years. The institution transition is the outcome of several factors affected mutually, such as the development of society and economy, progress in democracy and politics, and also necessity of institution adjustment. There are three phenomena of path dependence in this institution transition, including the rule of man in activities, role arrangement of the petition organization and respective problem settlement in petition. To play a better role, it is necessary to renovate the path, including reforming the system and strengthening supervision function of the organization.
