摘要：有效的工业碳减排政策,对实现工业经济绿色增长至关重要。基于山东省17个地级市的经济普查数据,运用ESDA方法和STIRPAT框架下的空间计量模型,分析工业碳排放的空间相关性及空间溢出效应。研究发现:山东省碳排放的空间分布呈现出明显的空间集群效应,东部地区碳排放强度最低,中部和西南部地区碳排放强度较高,且这种空间分布格局变化不大;碳排放的空间溢出效应显著,以能源效率为代表的技术水平是降低碳排放强度最主要的因子,FDI也显著降低了碳排放强度,但影响相对较小,而研发强度并未对碳排放的降低起到抑制作用。最后,提出了协同治理、提高能源效率、增大节能减排的研发力度、优化利用外资结构等针对性的工业碳减排政策。
Effective industrial carbon reduction policies are extremely important to green growth of industrial economy. Based on the ESDA method and spatial econometrics model in the framework of STIRPAT, this paper analyzes spatial correlation and spillover effects of industrial carbon emission using the economic census data of 17 prefecture-level cities in Shandong Province. The results indicate that the spatial pattern of industrial carbon emission shows obvious spatial clustering effects and has not changed much. The carbon emission intensity of the eastern region is the lowest and that of central and southwest region is higher. Furthermore, carbon emission shows significant spatial spillover effects. Technology level presented by energy efficiency is the most important factor to reduce carbon emission intensity, and FDI has little influence. But R&D intensity has not reduced carbon emission. Finally, corresponding policy suggestions are proposed, such as cooperatively controlling carbon emission, increasing energy efficiency, strengthening R&D intensity on energy-saving and emission-reduction, optimizing foreign investment structure.
