摘要：中共十九大报告提出,中国特色社会主义进入新时代,中国社会主要矛盾已经转化为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。"共享"发展理念就是为了回应发展的不平衡,强调发展为了人民、发展依靠人民、发展成果由人民共享。将共享作为发展的出发点和落脚点,是发展观的重大转变,只有以共享为出发点,才能使得发展的成果惠及所有的群体;只有以共享为落脚点,才能真正预防和消除邓小平一直担心的两极分化。而"共享"发展理念是建设共享发展型国家的理论基础。共享发展型国家超越和突破了现有的发展型国家的理论与实践框架,它是以公正正义、人民共富和美好生活为价值目标,以全民共建共享为动力机制,以中国共产党统领整合市场、社会和政府的力量为制度保障,以实现发展成果惠及所有的群体为政治绩效。
The idea of'sharing'development is to respond to the imbalance of development.Sharing as the starting point and the end point of development is a major change in the concept of development.Only with sharing as the starting point can the achievements of development benefit all groups.Only with sharing as the end point can we truly prevent and eliminate the polarization that Deng Xiaoping has been worried about.Shared development-oriented country surpasses and breaks through the existing theoretical and practical framework of development-oriented country.It aims at fairness and justice,people’s common prosperity and a better life,takes the common construction and sharing of the whole people as the motive mechanism,and takes the power of the Communist Party of China to integrate the market,society and government as the institutional guarantee,so as to realize the political performance of benefiting all groups with the development achievements.
