摘要：21世纪是人类开发海洋资源和发展循环经济的世纪。开发海洋与发展循环经济是人类社会发展的明智选择,但在此过程中,必须遵循相关的国际法则,基于此,笔者阐述了海洋开发和发展良性循环经济的国际法框架问题,并揭示了其对我国和平崛起所具有的启示意义。
In the 21^(st)century mankind will make greater efforts to exploit and utilize the sources of sea and ocean and to develop the recycle economy. This is a wise choice, but it must be undertaken within the relevant international laws. Based on this concept, this paper demonstrates the issue of international public law framework concerned with this exploitation and development and reveals its enlightenment significance for China's peaceful erecting.
