摘要：农村集体经济是缩小城乡发展差距,改善农民生活水平,推动实现共同富裕的重要经济形态。通过浙江省桐乡市的调研发现,各村把资源联合起来参与村集体经济发展项目,形成了以共同富裕为目标的“抱团发展”创新模式,成为该市农村集体经济发展壮大的重要组织形式。根据抱团主体与经营方式不同,“抱团发展”的农村集体经济组织模式可划分为自主经营模式、在地投资模式、飞地投资模式与平台经营模式四种类型,且不同类型在推进共同富裕方面各有优劣。共同富裕视阈下,推动农村集体经济抱团发展需要依托城市的大资源平台与大规模市场,因地制宜地制定抱团发展优惠政策,动员低收入农户参与抱团,并兼顾效率与合法性,构建农村集体经济抱团发展、实现共同富裕的长效机制。
Rural collective economic development is an important economic form to narrow the gap between urban and rural development,improve farmers'living standards and realize common prosperity.Through the investigation of T city in Zhejiang province,the villages combine resources to participate in rural collective economic development projects,forming an innovative model of"development as a group"with the goal of common prosperity,which has become an important organizational form for the development and expansion of the city's rural collective economy.According to the difference in groups and management modes,the rural collective economic organization model of"development as a group"can be divided into four types:independent management model,local investment model,enclave investment model and platform management model.Different types have their own advantages and disadvantages in promoting common prosperity.From the perspective of common prosperity,to promote rural economy"development as a group",it is necessary to rely on the large resource platform and large-scale market of cities.It is important to formulate preferential policies according to local conditions and mobilize low-income farmers to participate in collective development while taking efficiency and legitimacy into consideration.The paper suggests to build a long-term mechanism for the development of rural collective economy in pursuing for common prosperity.
