摘要：比较视野下中国非竞争性的多党合作制度与国外竞争性多党制下的党际民主存在重大的共通之处,其本质都体现为政党间的权力共享。现阶段中国政党间的权力共享即党际民主建设的核心是加强党际监督,这是一种监督权的共享。可以从四个方面来提升党际监督水平:正确理解党的领导,构建平等的党际关系;开创多种形式加强民主党派的监督功能;改革监督的制度平台——人民政协;党际监督与社会监督相结合。
Inter-party democracy means widening the power-sharing mechanisms between the governing party and democratic parties,namely,inter-party decentralization. Comparatively speaking,Western party systems and Chinese counterparts have something substantial in common;to some extent they all suggest power-sharing systems between or among parties. Enhancing inter-party democracy means to greatly enhance the efficacy and effectiveness of oversight mechanisms employed by the eight democratic parties on the ruling party,i.e. the Chinese Communist Party.
