摘要：行政主导型政策制定体制决定了我国政策知识的主要功能是决策咨询,其生产过程技术性强、生产系统结构中心化、传递方式具有吸纳性。这使得我国对高校智库的政策知识需求较为有限,高校智库政策知识产品的“适用性”相对不足,传递渠道不够畅通,智库功能与大学文化之间存在一定的张力。为此,高校智库建设必须注重内涵提升及与其他类型研究机构的错位发展,充分发挥促进政策质量提高与政策共识形成的功能。
Determined by the administration-dominant policy-making regime,the main function of policy knowledge in China is decision-making consultation,the production of it has strong technical attributes,the production system presents a centralized structure,and transmission of it presents strong absorption characteristic.As a result,the demand for policy knowledge of university think tanks is relatively limited,the“applicability”of the policy knowledge products of them is relatively insufficient and the transmission channels are not smooth enough,and there is a certain tension between the think tank function and the university culture.Therefore,the construction of university think tank must attach importance on connotation improvement and dislocation development with other types of research institutions,and promote the improvement of policy quality and the formation of policy consensus.
