摘要：随着中国社会流动性的加强,对于许多人口流入型地区,越来越需要寻找外来人口参与地方社会治理的有效机制。通过对上海奉贤区桥村外来人口参与社会治理的创新经验的实地考查和分析,发现在村镇两级的积极统筹下,通过设立来奉人员服务管理委员会,实施多元并举的外来人口参与自治机制,以及文化引领和举办社区活动,外来人口较为有效地参与到村域治理体系。外来人口参与之所以能够有为,其核心在于外来人口的部分精英被成功吸纳,启用民间人情社会网络,以及由外来人口参与所形成的语言、心理和文化上的治理契合性。外来人口之所以愿意参与,其背后蕴藏着一种综合性激励机制,包括社会地位生产、社区认同建构以及更为现实的利益激励。
With the increase in China's population immigration,there is a growing need for many population importing areas to find effective mechanisms for the participation of immigrant populations in local social governance. Through close observation of social governance innovation of ‘Qiao'village in Shanghai's suburb,the author finds that,when the local government is active and positive,the self-governance of Immigrants could succeed by setting immigrants' committee,plural participatory mechanism and cultural community activities. The reason why immigrants could work in local social governance is mainly because that,some of the elites of immigrants could be cooperative,the social networks of immigrants could be used,and the selfgovernance of Immigrants has linguistic,psychological and cultural advantages. The author also finds that,the reason why immigrants willing to participate in local social governance is mainly because a comprehensive incentive mechanism is working,including social status provision,community identity and realistic Interest incentive.
