摘要：公共政策的制定是政府公共治理和社会服务的关键环节,关乎国家命运和人民的根本利益。公共政策的制定需要扩大有序的公民参与,它是公共政策制定的内在要求。探讨转型时期我国公民参与所面临的问题及解决途径,对维护公民合法权益及保障公共政策的民主性与合法性、秩序性与有效性具有重要的现实意义。
Formulation of public policy is a key link in the government＇s public administration and social services. It relates to national destiny and the people＇s fundamental interests. Formulation of public policy needs to expand the orderly civic participation, which is an inherent requirement of formulation of public policy. Exploring the problems of civic participation and solutions of it in the transition period of China has real significance. This significance is reflected in safeguarding citizens＂ legitimate rights, in protecting democracy and legitimacy of public policy, and in protecting order and effectiveness of public policy.
