摘要：保研夏令营已成为硕士研究生招生的一种重要方式。已有研究表明保研夏令营对人才培养和教育公平产生了影响,但对这一招生方式为何会出现并迅速扩散鲜有探讨。本文以政策创新与扩散理论为主要分析框架,将保研夏令营的出现与变迁放在招生政策的创新框架下进行分析。研究发现,保研夏令营的产生是高校追求优质生源、扩大自主权的一种策略行动。人才匹配度与政策空间是保研夏令营出现的条件,其他高校在绩效竞争与合法性压力双重作用下的模仿、学习使之呈现出梯级扩散的特征。不过,保研夏令营的招生效果受不同因素影响,难以确定,同时也引发了一些需要重视的负面后果。本研究不仅揭示了高校这一策略行为的政策创新意涵,亦有利于从不同角度对我国地方政策创新加以理解。
Summer camp for candidates of postgraduates has become an important way for postgraduate enrollment.Studies have shown that the Summer Camp has an impact on talents cultivation and educational equity.However,the existing literature rarely explores the reason of its emergence and rapidly spread.This paper takes policy innovation and diffusion theory as the main analytical framework,and analyses the emergence and changes of the Summer Camp under the framework of enrollment policy innovation.The study finds that the birth of the Summer Camp is a strategic action for universities to pursue high-quality students and expand their autonomy.The talent matching degree and policy space are the conditions for the emergence of the Summer Camp,while the imitation and learning of other colleges under the pressure of performance competition and legality make it show the characneristics of cascade diffusion.However,the effect of the Summer Camp on enrollment is affected by different factors.which is difficult to determine and it also triggers some negative consequences that need to be taken seriously.The study not only reveals the policy innovation implications of this strategic behavior in colleges,but also facilitates the understanding of China’s local policy innovation from different angles.
