摘要：美国高度依赖网络空间。为防止潜在对手对美国发起网络攻击,美国实施网络威慑战略。为实现此目标,美国高调宣布实施网络威慑战略,研发先进网络武器,以实现拒止威慑和惩罚威慑,同时构建完善的网络威慑战略体系。但是,在实施过程中存在不可避免的困境与挑战,威慑战略成效受到质疑。
The United States highly depends on cyberspace which is vulnerable to attack.In order to prevent potential adversaries from cyber attack,the U.S.carries out cyberdeterrence strategy.So the U.S.announces policy on cyberdeterrence with great fanfare;and develops modern cyber weapons to realize deterrence by punishment and deterrence by denial;and constructs better systems of the cyberdeterrence strategy.But there are many unavoidable difficulties and challenges in the course of implementation,which may damage the effects of the cyberdeterrence strategy.
