摘要：在应对积极老龄化背景下,老年教育政策体系优化是提升老年人生活质量,落实我国“老有所学”老龄事业战略布局的重要前提。政策工具作为政府实现政策目标的重要手段,是实现老年教育高质量发展的有效途径。本文构建了老年教育政策工具、教育发展要素、时间序列三维分析框架,采用内容分析法与社会网络图,对1979-2022年我国老年教育政策文本进行分析,挖掘政策演进规律和政策工具使用分布特征。研究发现,我国老年教育正经历转型发展,象征与劝诫工具使用占据主导地位,政策工具分布与教育发展要素配置在时间阶段上符合老年教育政策发展规律;但就现阶段的政策工具与教育要素配比上仍存在能力建设工具相对不足,激励工具使用较少且单一化较明显,自愿性工具与学习性工具使用欠缺且模糊性较强等问题,最后提出了优化老年教育政策工具的对策建议。
In the context of active aging,the optimization of the elderly education policy system is an important prerequisite for improving the quality of life of the elderly and implementing the strategic layout of China's"learning for the elderly".As an important means for the government to achieve policy objectives,policy tools are an effective way to achieve high-quality development of elderly education.Based on the three-dimensional analysis framework of the elderly education policy tools,education development elements and time series,this paper uses content analysis method and social network diagram to analyze the elderly education policy texts in China from 1979 to 2022,and excavates the law of policy evolution and the distribution characteristics of the use of policy tools.The study found that China's elderly education is undergoing a transformation of development,the use of symbol and admonishment tools occupy a dominant position,and the distribution of policy tools and the allocation of education development factors are in line with the law of the development of elderly education policy in time stage.However,at this stage,there are still some problems in the ratio of policy tools and education elements,such as the relatively insufficient capacity-building tools,the single form of incentive tools,the lack and fuzziness of the use of voluntary tools and learning tools,and so on.Therefore,this paper puts forward some countermeasures and suggestions to optimize the policy tools of education for the elderly.
