摘要：20世纪上半叶的上海,劳资冲突此起彼伏,上海市地方政府和南京国民政府先后实施了一系列旨在安抚劳工、缓解劳资冲突的社会保障措施。至30年代中期,陆续建立起疾病、工伤、退职、生育等各项社会保障政策体系。这些措施在客观上取得了安抚社会、稳定秩序的成效。但耐人寻味的是,这一保障体系在促进社会秩序建构的同时,并没有带来工人福利水平的增进。
The conflict between the labor and the capitalist was serious in the early 21st Century. To reduce this, the Shanghai local government and the Nanjing National Government carried out a series of social security measures in order to pacify the labor. Not until the middle of 1930s, the social security system, which included disease, industrial injury, retirement and child - bearing was set up. These measures were proved to be effective in social stabilization. What needs to be studied is that, while promoting the social order, the security system didnt improve too much the labor＇s welfare.
