摘要：市域社会治理现代化是构建中国特色国家治理体系的关键环节,对解决当前基层治理实践中存在的结构短板问题和推进国家治理体系和治理能力现代化具有重要意义。在社会治理体系中,市域社会治理是国家治理和基层治理的关键环节,是对宏观国家治理与微观基层治理之间存在的治理枢纽的补强。在社会治理过程中,市域社会治理现代化具有统筹城乡一体化的结构性优势、引领基层社会治理的专业性优势以及协调区域发展的整体性优势,对于破解县域治理和基层治理的结构性困境具有积极的理论意义和实践价值。当前,构建连续贯通的社会治理体系、建立市域视野下的新型市县关系是推进市域社会治理现代化的重要突破口和着力点。
The modernization of urban social governance is a key link in the construction of national governance system with Chinese characteristics,which is of great significance to solve the structural problems existing in the current grass-roots governance practice and promote the modernization of national governance system and governance capacity.In the social governance system,urban social governance is the key link of national governance and grass-roots governance,and is the reinforcement of the governance hub between macro national governance and micro grass-roots governance.In the process of social governance,the modernization of urban social governance has the structural advantages of urban-rural integration,the professional advantages of leading the grass-roots social governance and the overall advantages of coordinating regional development,which has positive theoretical significance and practical value for solving the structural dilemma of county governance and grass-roots governance.At present,the construction of a continuous social governance system and the establishment of a new type of city-county relationship from the perspective of city are the important breakthrough and focus to promote the modernization of city social governance.
