摘要：城镇化本质上是人与土地产生新型关系的进程。因此,以何种方式聚集,怎样协调相互发生关系的人与地,便成为城镇化过程中的关键问题。新中国成立以来,中国人民对建立人、地合理配置方式进行了积极的探索,大城市论和小城镇论是其中最具代表性的两种观点。60多年的实践告诉我们,"大"、"小"两种发展模式都没有处理好城镇化进程中人与地、人与自然的关系,导致了诸多难题的产生。本文通过分析这两种发展模式带来的问题,针对两种发展方式存在的缺点,提出了"中镇"概念,建立了"M-T城镇模型",并从城镇规模、发展思路和建设运行三方面对其进行检视,试图对一种资源节约、环境友好的中型城镇发展模式进行探讨。
Urbanization is essentially the process of new relationship created between man and land, therefore, how to aggregate, how to coordinate the relationship between man and land has become the key of urbanization. Since the founding of the PRC, Chinese people have seeking this answer actively,and the ＂Big Cities＂ theory the ＂Small Towns＂ theory are two of the most representative views. Over 60 years practice tells us that neither the ＂Big Cities＂ nor ＂Small Towns＂ development models deal with the man and land, man and nature relations perfectly in the process of urbanization, and unavoidably lead to many problems. This paper analyzes the problems caused by these two development models, and proposes the ＂Middle Town＂ concept and establish the＂M-T urban model＂. Then this paper reviews ＂Middle-Town＂ model from the urban scale, the developing ideas and construction ways, which tries to discuss on how to creat a resource-saving, environmental-friendly, middle-sized urban development model.
