摘要：研究目的:以大熊猫国家公园为例,探究国家公园建设对农民收入的影响,为化解生态保护与民生改善之间的张力,提升国家公园可持续治理成效提供理论支撑和经验证据。研究方法:基于大熊猫国家公园2010—2023年94个区县的面板数据,采用双重差分法进行分析。研究结果:(1)国家公园建设显著提升了农民收入水平;(2)除了直接的转移性收入补偿,国家公园建设主要通过嵌入式就业、绿色产业替代、生态流通支撑等路径促进农民增收;(3)地方政府财政能力的提升能有效强化国家公园建设的增收效应;(4)国家公园建设的增收效应在不同收入群体间存在差异,呈现“先增强后减弱”的非线性特征。研究结论:建议实行国家公园就业长效嵌入机制,因地制宜发展绿色产业,加大基础设施投入,建立财政能力分类支持体系,实施差异化赋能策略,以强化国家公园建设的增收效应,促进生态保护与乡村振兴协同发展。
The purpose of this study is to use the Giant Panda National Park as an example to explore the impact of national park establishment on farmers’income,providing theoretical support and empirical evidence for reconciling the tension between ecological conservation and livelihood improvement and enhancing the sustainable governance of national parks.The research method of Difference-in-differences(DID)model is applied based on the panel data from 94 counties in the Giant Panda National Park from 2010 to 2023.The results show that:1)national park establishment significantly increases farmers’income.2)In addition to direct transfer income compensation,national park establishment primarily promotes income growth through embedded employment,green industry substitution,and ecological circulation support.3)Enhancing local government fiscal capacity effectively strengthens the incomeincreasing effects of national park establishment.4)The income-increasing effect of national park establishment varies across income groups,exhibiting a nonlinear pattern of“initially strengthening and then weakening”.In conclusion,to strengthen income-increasing effect of national park establishment and promote coordinated development of ecological conservation and rural revitalization,it is recommended to establish a long-term employment embedding mechanism in national parks,promote green ecological industries in a location-specific manner,increase infrastructure investment,implement a classification-based support system according to local fiscal capacity,and adopt targeted empowerment strategies.
