摘要：与西方协商民主强调“理性对话—达成共识”的路径不同,中国的基层协商民主实践表明,纵向协商仅通过理性对话、搭建平台并不能达成共识,甚至还会存在一定的民众抗争,因此需要在正式协商程序之外做大量的关系建构、思想工作和情感沟通,呈现出协商民主的“双轨模型”。基于对上海市一老旧小区改造的案例研究发现,本土基层协商民主一方面是一条程序性、制度性、官方性的“明轨”,包括以“理性对话”“平等参与”“公开平台”“程序正义”等为核心要素的基本协商民主路径;另一方面是一条来源于具体实践的暗轨,包括话语、身份、情感、利益等具体的微观实践策略。只有“双轨”并行,才能推动协商民主真正有效地运转。
Unlike Western deliberative democracy,which emphasizes“rational dialogue and consensus”,the practice of grassroots deliberative democracy in China shows that due to differences in interests,consensus will not be reached simply,and there will even be some resistance.Therefore,formal negotiation is needed.A lot of rela-tionship construction,ideological work,and emotional communication work are done outside the program.It is called the“dual-track model”of deliberative democracy.This article presents a“dual-track”path of grassroots de-liberative democracy from disagreement to consensus through a case of rebuilding an old community in Shanghai.The study found that the local grassroots deliberative democracy,on one hand,includes the basic deliberative de-mocracy path with core elements such as“rational dialogue”,“equal participation”,“open platform”,and“pro-cedural justice”.It mainly draws on Western deliberative democracy theory and is a procedural,institutional and official“bright track”.On the other hand,there is a“dark track”that comes from specific practices,including specific micro-practical strategies,such as discourse,identity,emotion,and interests.Only when the“dual tracks”are in parallel can the deliberative democracy function truly and effectively.
