摘要：本文以鲁甸地震灾区社会工作服务支援计划为例,呈现国家动员的灾害社会工作的组织与服务过程,进而探究其所表现出的行动力和遭遇的限制与挑战。国家动员的灾害社会工作的行动力体现在:政府保障社工服务队进入灾区顺利开展服务,并解决社工的后顾之忧;社工服务队招募、组织富有经验的社会工作者,同时提供督导服务;社会工作者从受灾居民和社区的需求出发,链接社区内外部资源,开展一系列的专业服务,促进社区联结、社区参与和社区发展,推进受灾当地社会工作的开展。国家动员的灾害社会工作遭遇的限制与挑战涉及社会工作支援服务的筛选、组织协调、服务的一致性/非一致性、督导的有效性等。
Taking the Social Work Service Support Plan for the Earthquake Areas in Ludian as an example,this paper presents the organization and service process of the disaster social work mobilized by the state,and then explores the ability of action and restrict.The ability of action of disaster social work mobilized by the state is reflected in the following:the government ensures that social work service teams enter disaster areas,implement social work service,and address the worries of social workers;social work service teams recruit and organize experienced social workers and provide supervision services;social workers provide professional services based on the needs of the affected residents and communities,link resources within and outside the community,promote community connection,community participation,community development,and the development of social work in the affected areas.The restrict and challenges of disaster social work mobilized by the state involve the selection of recipients,organization and coordination,consistency and inconsistency of social work services,effectiveness of supervision and so on.
