摘要：本文为研究医疗费用支出的公平性问题,用基尼系数法对近年我国医疗费用支出的城乡差距和地区差距进行比较,并对医疗费用支出结构与OECD国家进行比较。结果是医疗费用支出城乡和地区相对差距在缩小,但绝对差距仍在扩大;个人现金支出相对水平高于OECD国家,但公共支出相对水平远低于OECD国家。我国应完善医疗费用财政资助政策。
In order to study the fairness in medical expenses,the urban-rural gap and regional disparities were compared with the Gini coefficient in recent years,and medical cost structure were compared with the OECD countries.The result shows that the relative gap of medical expenses between urban and rural areas has been narrower,but the absolute gap is still widening.The cash expenditure of medical expenses is higher than OECD countries,but the relative level of public spending is well below OECD countries.The conclusion is China should improve the financial assistance policies of medical expenses.
