摘要：公共研究机构的运行绩效对提高一个国家或地区的自主创新能力具有重要作用。在调查研究的基础上,分析了上海市公共研究机构存在的问题,提出了推进上海市公共研究机构创新的总体思路,并从机构改革、资助模式和绩效评估3个方面提出了具体策略。
The performance of Public Sector Research Establishments （PSREs） is important to improve the independent in novation ability of a country or area. On the basis of investigation, this paper analyzed the problems of PSREs in Shang hal. It brought out the general idea of boosting innovation of PSREs in Shanghai, and idiographic maneuvers, which in cluded reform, funding mode and performance evaluation of PSREs.
