摘要：为科学有效地评估科技项目对中医药行业的影响,本文选取了国内49家典型的中药上市企业及47个典型的中成药大品种作为研究对象,运用数据包络分析(DEA)、典型相关分析(CCR)、时效分析、波士顿矩阵分析等定量与定性分析方法,考察了中药领域科技投入对科技体制内评估指标(如论文)及体制外客观指标(如经济效益、社会效益及药物疗效等)的作用与影响。基于上述量化评估结果并结合对国外科研项目管理的调研结果,就我国科研项目的立项、验收、资金的使用效率等现状进行总结分析,提出以下建议:1)科技项目考核指标应多样化、差异化并引入科技体制外的评估指标;2)加强对科技成果质量与成果转化应用的评估;3)科技项目的评估应考虑滞后效应,通过时效分析不仅可为项目验收提供客观、合理的滞后时间,还可判断科技投入对产出的影响是锦上添花型还是雪中送炭型;4)加强对项目经费使用效率的评估,改变我国科研经费使用重物轻人、与国际惯例严重脱节的模式与理念。
In order to evaluate the impact of Science &Technology( S&T) projects on the field of traditional Chinese medicines(TCM),49 typical domestic listed TCM companies and 48 typical patent Chinese medicines were selected as case study samples. Data envelopment analysis( DEA),canonical correlation analysis( CCR),aging analysis and Boston matrix analysis methods were applied to investigate quantitatively and qualitatively the effect of S&T investment on the evaluation indexes in scientific system( such as number of published papers) and on the objective indexes outside of the scientific system( such as economic benefit,social benefit and drug efficacy) in TCM field. Based on the above mentioned evaluation results and the investigation on overseas S&T projects' management,this paper analyzed and summarized the project approval,capital usage efficiency of the domestic S&T projects and proposed the following suggestion:1) the evaluation indexes for the performance assessment of domestic S&T projects should be diversified and different,and introduce the indexes outside scientific system; 2) the quality assessment,transformation and application of S&T achievements should be strengthened; 3) The performance evaluation of S&T projects should consider the hysteresis effect,aging analysis not only provide an objective,reasonable delay time for the project acceptance,also the evidence for judging that the impact of S&T investment on output is support or reward; and 4) We should pay attention to the evaluation on the capital usage efficiency of S&T projects and change the idea of ignoring the importance role of people in the projects but emphasizing on material input.
