摘要：围绕新型城镇化和户籍限制逐渐放开背景下,如何促进农民工融入中小城市这一课题,对以往较少被总结的社会融合的政策措施和地方政府制度创新进行总结,认为当前农民工社会融合的政策措施和地方政府的制度创新主要集中在户籍改革、就业提升、公共服务和社会参与四个方面。随着新型城镇化战略的实施,国家将逐渐放开中小城市户籍限制,以本地城镇化为方向,提升中小城市就业吸纳能力和公共服务能力,培育农民工人力资本,建设社区式产业园区,这一切将是促进农民工融入中小城市的主要路径。
We summarize policy measures of social integration and system reform of local government, both of which were summarized less before, focusing on how to promote peasant laborers’ integration into small and medium-sized cities under the background of new-type urbanization and gradual opening of household registration restrictions. We think that current policy measures of peasant laborers’ social integration and local government’s system innovation are mainly concentrated on the following four aspects： reform of household registration, improvement of employment, public services and social participation. With the implementation of new-type urbanization, the state will gradually loosen the restrictions of household registration in small and medium-sized cities, improve employment absorbing ability and public service ability of small and medium-sized cities with the direction of local urbanization, foster human capital of peasant laborers and construct community-based industrial parks. All of such will be the main path to promote peasant laborers’ integration into small and medium-sized cities.
