摘要：食品安全监督量化分级管理是一项加强食品安全监管的新举措。如何将"分级管理"工作做好,真正发挥其提高食品安全水平、保障公众生命和健康的作用,需要对制度设计进行多方面的论证,包括制度设计的价值理性(诚信经营、规范操作)、工具理性(评价指标的科学、合理)和程序理性(公平、公正、公开)的论证。只有当监管者、被监管者和社会公众都能够接受和认同"分级管理"及其产生的效果,这项工作才能达到预期的目的。
The quantified and classified management of food safety supervision is a new measure to strengthen the food safety supervision. The demonstration on the system design to consolidate the supervision effect to protect the food safety, public life and healthy includes： value reason （operate in good faith,standard manipulation） ; instrument reason （scientific and reasonable index） ; procedure reason （fair, just and open）. The expected purpose of the management should have reached only though the Superintendent, the Regulators the Public all accept and identify the management and its supervision effect.
