摘要：加快发展新质生产力,实现高质量发展是新时代全面推进社会治理现代化的紧迫任务。人工智能作为新时代的关键科技力量,正在为社会发展注入新的活力。本研究从理论和实践两个维度,深入探讨了人工智能赋能社会治理的运作逻辑和实现路径,揭示了其在科学决策、资源配置、公众参与、治理能力提升和个性化服务等方面的现实逻辑和应用价值。同时,研究系统梳理了人工智能应用中的风险维度,包括本体性层面的数据安全和技术失控风险,以及主体性层面的伦理责任、社会秩序和法律监管风险,并提出了相应的风险防范对策,以促进社会治理向智能化、精细化和人性化的方向发展。
In the context of the new era,the urgent task of modernizing social governance is to accelerate the development of new productive forces and promote high-quality development.As a key technological force in the new era,artificial intelligence(AI)is injecting new vitality into social development.This study explores the operational logic and implementation paths of AI-enabled social governance from both theoretical and practical dimensions.It reveals the application value and practical logic of AI in scientific decision-making,resource allocation,public participation,governance capacity enhancement,and personalized services.Additionally,the study systematically examines the risk dimensions associated with AI applications,including ontological risks such as data security and technological control,as well as subjective risks such as ethical responsibility,social order,and legal regulation.Corresponding risk prevention strategies are proposed to promote the intelligent,refined,and humanized development of social governance.
