摘要：第三方组织作为社会组织评估中重要的评估主体,在理论层面具有存在的必要性和重要性。实施第三方评估是社会组织获取社会合法性、杜绝内部人控制以及避免权利滥用的必然选择。现阶段,第三方评估机制在建设过程中存在制度缺失、信息不对称、资金依赖以及评估不专业等问题,今后应在制度保障、信息公开、资金独立及技术创新等方面有所突破,从而推动社会组织第三方评估的发展和社会组织治理水平的提高。
As an important evaluation mechanism, third-party organizations have the necessity and importance at the theoretical level. Implementation of third-party assessment is the inevitable choice of social organization for getting social legitimacy, avoiding the internal control and the abuse of power. At the present stage, third-party evaluation mechanism has a lot of problems such as lacking of system, asymmetric information, financial dependence as well as unprofessional technical.It should make breakthrough in some aspects, such as improving the system, information disclosure, financial independence and technological innovation in future. That will promote the development of third-party evaluation of the social organization and improve the governance of social organization.
